IFF AI Committee Launches Phase Two of Global AI Competitiveness Index

The International Finance Forum (IFF) is proud to announce the launch of Phase Two of its groundbreaking Global AI Competitiveness Index. This next phase of the study will focus on evaluating global advancements in AI research and innovation, ranking countries based on their strengths and contributions to the field.
During a recent meeting hosted by IFF, AI experts gathered to refine the framework for the Index. Attendees included prominent figures such as AI Committee Coordinator Patrick Glauner, who is professor of AI at the Deggendorf Institute of Technology, IFF data expert Zhou Jian, Dmitry Kaminskiy, co-founder of Deep Knowledge Group, and Rudolf Mellinghoff, former justice of the Federal Constitutional Court of Germany.
The Global AI Competitiveness Index will evaluate a wide range of indicators, such as the volume and impact of AI research papers and patents. It will analyze the quantity of AI research papers produced in different countries over a certain time period, the citation frequency in other scientific research papers as well as the impact factor. It will also assess the breadth and commercialization of AI patents across nations, taking into account large model ratings and their application in the global marketplace.
Glauner highlighted the importance of considering country-specific regulations on AI patents and the varying levels of academic freedom, noting, "Our analysis will account for the unique regulatory environments that shape AI research and development in each country."
"In addition to traditional measures, we will focus on the human factor – the researchers driving innovation – and highlight emerging regions where AI activity is rapidly expanding," Kaminskiy added.
The Index will also explore the ethical guidelines and regulatory frameworks that influence AI adoption worldwide. Mellinghoff emphasized, “Understanding the regulatory landscape is essential to evaluating how AI evolves in different regions.”
The representative of the IFF stated in the concluding remarks: “This updated Index will be an invaluable resource for governments, businesses, and academics worldwide. It reflects the IFF’s commitment to fostering global collaboration in AI development, ensuring that it benefits all sectors of society.”
