These appointments mark a significant step in strengthening the IFF’s leadership and thought leadership capabilities, reinforcing its mission to advance international dialogue and cooperation in finance and sustainable development.

Prof. Flogaitis brings decades of experience in law, governance, and international diplomacy. He is a Professor of Administrative Law at the University of Athens’ Law School and serves as Attorney at Law before Greece’s High Court and the Council of State. His distinguished career includes serving as President of the United Nations Administrative Tribunal, Caretaker Alternate Minister for Foreign Affairs, and Caretaker Minister of Interior of Greece. In addition to his academic and governmental roles, Prof. Flogaitis is internationally recognized for his leadership of the European Public Law Organization, which has contributed extensively to the development and harmonization of democratic legal systems across Europe and beyond.

Mr. Dmitry Kaminskiy, a pioneering entrepreneur, author, investor, and philanthropist, brings a forward-thinking perspective rooted in innovation and ethical impact investment. As General Partner of Deep Knowledge Group, he has played a central role in advancing research, analytics, and policy initiatives across DeepTech and frontier technologies, including artificial intelligence, longevity, precision medicine, fintech, and investtech. Deep Knowledge Group includes both commercial and non-profit organizations dedicated to driving technological progress for the betterment of society.

At the helm of Deep Knowledge Ventures, the group’s investment arm, Mr. Kaminskiy leads initiatives that prioritize the convergence of AI and longevity, positioning the firm as a global leader in identifying and scaling high-impact, science-driven ventures. His work has helped shape investment and exit strategies that are not only financially robust but also socially and ethically conscious.

“We are delighted to welcome Prof. Flogaitis and Mr. Kaminskiy into the IFF leadership community,” said Zhou Xin, Deputy Secretary-General of the IFF and Director of the IFF Hong Kong Center. “Their combined expertise in law, policy, innovation, and investment will provide invaluable strategic guidance to the IFF as we navigate a period of unprecedented global change.”

The IFF is an independent, non-profit, and non-governmental organization that serves as a high-level platform for international cooperation and dialogue in finance and sustainable development. With the world facing complex challenges in the wake of the Covid-19 pandemic, geopolitical tensions, and rapid technological disruption, the IFF continues to stress the importance of inclusive and collaborative global dialogue.

The IFF Board of Directors serves as the organization’s supreme decision-making body, responsible for convening the IFF Annual Global Meeting and other high-level forums. The Board also oversees the release of major IFF documents, initiatives, and resolutions. As a newly appointed Board Member, Prof. Flogaitis will play a pivotal role in shaping the IFF’s strategic vision and in leading high-impact global discussions.

Meanwhile, the IFF Academic Committee serves as the organization’s core research and intellectual support body. Comprised of leading economists, scholars, and experts from both Chinese and international institutions, the Committee is tasked with supporting academic research, capacity-building, training initiatives, and publication development.

Mr. Kaminskiy’s involvement in the Academic Committee builds on his significant contributions to the IFF’s knowledge base. Notably, he has played an instrumental role in the production of the IFF Global AI Competitiveness Index Report, which has now expanded to three parts. The report has gained international recognition for its comprehensive analysis of AI innovation ecosystems and national competitiveness.

As the IFF continues to expand its global footprint and deepen its academic and policy impact, the appointments of Prof. Flogaitis and Mr. Kaminskiy reflect the IFF’s commitment to excellence, diversity, and future-oriented leadership.
